ARTICLE 12: RACE MANAGEMENT, OFFICIALS & RESULTS

12.1 Race Management Committee (RMC):
  • A Race Management Committee (RMC) shall be appointed each season by the President/Vice-President.
  • Members of the RMC must be neutral, experienced, and possess unquestionable integrity.
  • Key Responsibilities: Oversee all clocking procedures; Supervise basketing, sealing, and transport; Authorize liberation; Verify all time data and distances; Compile and check results before submission to the Secretary.
  • Powers: They can verify loft coordinates, inspect pigeons and rings, recommend the disqualification of pigeons or members, and immediately alert the President/Vice-President to any suspected fraud.
  • Accountability: The RMC's decisions are binding unless explicitly overruled by the President/Vice-President.
  • Records: All race data—including clocking sheets, sealing records, liberation reports, and verification notes—must be signed by at least two RMC members and retained for 5 years.
12.2 Appointment & Removal of Race Officials:
  • The President/Vice-President appoints all key race officials:
    o Liberation Officer: Responsible for ensuring safe release; must record exact GPS location, precise liberation time, and weather conditions.
    o Ringing Officer: Responsible for verifying all rings and chips; ensures correct basketing and sealing procedures are followed.
    o Time Verifiers: Responsible for synchronizing, sealing, and opening timing devices; verifies and approves all timing data after the race.
  • Powers of Officials: Officials may reject sick or unfit pigeons and have the authority to halt basketing if rules are violated.
  • Misconduct: Officials found guilty of bias, negligence, or abuse of power will be immediately removed from their post and face disciplinary action.
12.3 Result Declaration Protocol:
  • Provisional Results: Shall be announced within 24 hours of the clock verification deadline. They must be clearly marked "Provisional & Subject to Verification."
  • Verification Process: The RMC thoroughly verifies all data—times, distances, basketing records, and eligibility.
  • Final Results: Issued only after complete verification, signed by two RMC members, and approved by the President/Vice-President. These results are binding.
  • Objections: Must be submitted by a member using the Official Protest Form (Appendix C) within 48 hours of the provisional results being posted. A protest fee may be required, which is refundable only if the protest is upheld.
  • Recording & Archiving: All results, objections, and resolutions shall be meticulously archived in both physical and digital form.
