ARTICLE 7: FINANCE & ACCOUNTS

7.1 Club Funds:
The Club shall not levy compulsory membership subscriptions or monthly fees.
It shall operate financially through voluntary donations, race entry fees, and sponsorships.
All monetary contributions must be deposited directly into the Club's official bank account.
Cash payments to individuals are strictly prohibited.

7.2 Pigeon Entry Fees (Non-Negotiable):
  • Fees are determined solely by the Managing Committee based on actual operational costs (transport, liberation, seals, etc.) and are a designated pool used exclusively for race-related expenses.
  • Once officially announced, the fees are FIXED. No member has any right to question, negotiate, or dispute the officially decided fees.
  • All entry fees are STRICTLY NON-REFUNDABLE under any and all circumstances, including but not limited to: pigeon withdrawal, race cancellation due to force majeure, or member disqualification.
7.3 Club Assets & Equipment:
Members borrowing club equipment (e.g., timing clocks, race baskets, crates, seals, ETS systems) are solely responsible for its security and must return it by the deadline in the same condition, fair wear and tear excepted.
Any loss or damage must be reported immediately and compensated at full current market value or the total cost of repair.

7.4 Financial Controls:
  • A serially numbered receipt (physical or digital) must be issued for every single transaction received.
  • Any expenditure exceeding a threshold set by the committee (e.g., ₹5,000) must be made via bank transfer or cheque, requiring dual authorization (typically President/Vice-President + Treasurer).
  • The Treasurer must present a summarized, clear financial statement at every AGM. Detailed records are available to members upon written request, to be reviewed under the supervision of the Secretary or Treasurer.
7.5 Fines & Penalties:
The Committee may impose reasonable fines for infractions such as late payments, damage to Club property, minor misconduct, or breach of protocol.
All fines are non-refundable and shall be credited to the Club's general fund.
Persistent non-payment of fines will be treated as a disciplinary matter.
