ARTICLE 5: GOVERNANCE & THE MANAGING COMMITTEE

5.1 Composition:
The executive authority of the Club shall be vested in a Managing Committee comprising:
  • The President
  • The Vice-President
  • The Secretary
  • The Treasurer
  • A minimum of three (3) and a maximum of five (5) other Managing Members appointed by the President and Vice-President.
5.2 Supreme Authority of the Leadership:
  • The President and Vice-President jointly hold ultimate, unchallengeable, and supreme executive, judicial, and disciplinary power over the Club's operations, administration, and membership.
  • Permanent President: Syed Ibrahim is designated the Permanent President for life. His authority on all matters is absolute and final. Upon his demise or permanent incapacitation, a new President shall be elected by a majority vote of the Managing Committee.
  • Absolute Powers: The Leadership has the sole power to:
    o Admit or remove any member without requiring consensus or approval from the General Body. However, the reasons for removal must be recorded in writing and entered into the Minute Book.
    o Set, change, and enforce all race dates, entry fees, and Club policies.
    o Amend these Bylaws.
    o Make any emergency decision deemed necessary for the benefit of the Club and the welfare of the pigeons.
    o Appoint and remove Committee members and all race officials.
  • Finality of Decisions: Their decisions on all matters, including disciplinary actions, are final and binding on all members, subject only to the specific appeal process outlined in Article 19 and the prevailing laws of the land.
  • Member Authority: Members have zero rights to unilaterally change or demand changes to membership status, rules, race dates, or fees. The Committee's published decisions are final.
5.3 Powers in Absentia:
In the temporary absence of the President, the Vice-President shall exercise all presidential powers, and vice-versa.
If both are absent or unavailable, they may jointly appoint a senior Managing Member via written authorization to act on their behalf for a specific, defined purpose and period.

5.4 Roles and Responsibilities:
  • Secretary: Responsible for all official records, meeting minutes, internal and external communications, and maintaining the confidential member register.
  • Treasurer: Responsible for all financial records, banking operations, issuing receipts, managing assets, and presenting accurate financial reports. Must maintain accounts using a double-entry bookkeeping system under the direct supervision of the President and Vice-President.
5.5 Terms & Vacancies:
Committee members serve at the discretion of the Leadership based on performance, dedication, and integrity.
Vacancies are filled solely by appointment by the President and Vice-President.
